App 1/2 downloaded for months

Tried to update this when
I was on iOS 8 and it never completed. Now stuck 1/2 way through download: I cannot reinstall it, delete it, or use it! And this even after upgrading iOS version. Basically its been stuck like that for months. An embarrassment that Apple cant even support its own products correctly.
